RAND FISHER

Rear Admiral Rand Fisher (US Navy, Retired) is currently an independent consultant, following a 31 year career as an Aerospace Engineering Duty Officer and carrier aviator, and 12 years working in industry.  He recently joined the board of UltiSat, Inc., a Speedcast, Inc. company as Proxy Holder and Director.  His past experience includes eight years as Senior Vice President for Systems Planning, Engineering, and Quality at The Aerospace Corporation, where he was responsible for promoting the use of corporate and government resources through horizontal and cross-program integrated planning and engineering. He joined Aerospace in April 2008, from Lockheed Martin Corporation where he was vice president and senior advisor on Space Situational Awareness. Before that he was vice president of Strategic Programs for the Titan Group at L-3 Communications Corporation.

Fisher graduated from the U. S. Naval Academy in 1973 with a bachelor’s degree in physics and accumulated more than 2500 hours flight time as a carrier naval aviator.  He served in numerous command and program manager positions including Director of the Communications Systems Acquisition and Operations Directorate at the National Reconnaissance Office and Commander of the SPAWAR Space Field Activity. Concurrently he served as the Naval Space Technology Systems program director, the Naval Program Executive Officer for Space Systems, and director of the Transformational Communications Office.  He previously served as commander of the Naval Air Warfare Center Weapons Division at China Lake, California, and Assistant Commander of Test and Evaluation at the Naval Air Systems Command. During his Navy career he also earned a Master of Science in Physics from the Naval Postgraduate School and a Masters degree in Aeronautical Systems from the University of West Florida.Among his awards and honors are the Distinguished Service Medal, Defense Superior Service Medal, Legion of Merit, Defense Meritorious Service Medal, Meritorious Service Medal, Joint Service Commendation Medal, and Navy Commendation Medal. He has been married to his wife Cathy for 41 years and has two married children and five grandchildren.
